Does the physical/benchmark module match the exact HW+SW variant for which the K20 archive was compiled? If the archive was compiled for a different build, its controller descriptor will point to an incorrect utility (enhanced 12676760.BIN).

Is the correct utility for this module the variant with the standard 2-byte seed, and not 12676760.BIN? If DPS pulled 12676760 directly from the archive, then the controller entry in the archive is what doesn't match.

One oddity: FF FF (all ones) is an unusual seed value. It's worth verifying that $11 is the intended target and doesn't return padding/stub instead of the real seed (e.g., an already unlocked state or a fake response).
