Question about swapping calibration files

Does anyone know if it is the module being programmed or the OS that dictates the length the calibration file is supposed to be?

To give some context

 

I'm programming a 2-byte BCM  I can use a complete set of calibrations that are match for each vehicle (2 different vehicles)  Some of the calibrations are the same between the two vehicles so it should work.  The OS is different between the two and one calibration file I'm interested in is a different file length.  

 

I tried programming the BCM using all files from one vehicle and swapping the different calibration file I wanted to the archive.  The module kicks it out.

 

Does my explanation that make sense?
