Maps navigation for IO6

Hello, I have a Buick Encore US HMI  that I want to transfer to EU maps. But it still fails. Work performed: 1. Replace BCM, HMI, RADIO, VIN as per maps. I get the response: Invalid update file
The map update file is invalid.
2. I changed the HMI country calibration to EU. After installing the maps at 99%, I get the response: Invalid update file
The map update file is invalid.
3. I replaced HMI eeprom with ES HMI eeprom. I get the response: Invalid update file
The map update file is invalid.
4. I changed IPS and HMI calibration to ES. I get the response: Invalid update file
The map update file is invalid.
Maybe someone has an idea? What car configuration is not suitable? After installing the EU HMI with EU maps, everything works.
