The vehicle IPC is stuck in a boot loop. I have full communication with it and can program with sps but it will not accept update via usb. It shows PRND in bottom corner of the enhanced display ipc but does not indicate the gear its in. It will also randomly show the gauge animation then will reboot. No illumination on steering wheel and no heads up display. Any help would be appreciated!

You don't have any wired bypass in your HMI system or anything?  Someone else was trying to do a USB update and it actually broke them from being able to do it.  Once they removed it, they were able to update the IPC.  I'm also assuming it's the USB update for your VIN as well?

I do not have anything intentionally bypassed or anything that I can see that would be in line of the hmi. I was able to complete the usb file transfer from sps for the hmi but fails on the usb transfer for the ipc after a few seconds. At this point I believe it is just a faulty ipc but with the screen booting and occasionally showing the cluster animation it make me believe it is a software issue instead of a hardware one
