At the moment it’s not possible to change PIN in the modules using DPS, that’s sometimes I’ve been working on but no success yet. For VIN, once I have the module’s utility file. I can create a DPS vin change files for all the modules that stores a VIN, except for the ECM, HVAC and TCM. 
If you can source the steering lock utility calibration file, send it to me Via PM. The price for vin change files is $60. 
 

Tutorial for getting the utility file.
